I would sign them up as Easy Readers. We don't really go by age but by reading level. Also, being read to counts here. We have an adult who reads at the ER level and I signed her up thustly.

This summer I have two adults participating in the summer reading program that are developmentally disabled. Both read at a first grade level. Our adult program is set up to record chapters. Our kids programs are set up to record books read. How have you handled this in the past?
