<h1>MDE Early Literacy Update<o:p></o:p></h1>

<li class="MsoListParagraph" style="margin-left:0in;mso-list:l0 level1 lfo1"><b><span style="font-size:12.0pt">Michigan released the M-STEP scores on Tuesday</span></b><span style="font-size:12.0pt">, 8/31, and as expected, results were down compared to the
 2019 results. <a href="https://epicedpolicy.org/michigans-2020-21-benchmark-assessments/">
Reports released by EPIC broke down the results</a>, the students who took the test, and the students being retained.
<b>In third grade ELA, the percentage of students considered "proficient" or higher dropped from 45.1% to 42.8%</b>. The declines in scores were most drastic in the most vulnerable student populations, as only 15% of Black third-grade students, only 31% of
 Hispanic third-grade students, and only 28% of third-grade students who are considered economically disadvantaged scored "proficient" or higher in ELA (compared to 48%of White students).<o:p></o:p></span></li><li class="MsoListParagraph" style="margin-left:0in;mso-list:l0 level1 lfo1"><span style="font-size:12.0pt">The percentage of students who took the test ranged by grade from 64% to 72% (<b>72% of third-graders took it</b>), but
<b>White students and non-economically disadvantaged students were much more likely to take the test</b>. In Detroit Public Schools, less than 10% of students took the test, but in Forest Hills (near Grand Rapids), 90% of students took the test.
<o:p></o:p></span></li><li class="MsoListParagraph" style="margin-left:0in;mso-list:l0 level1 lfo1"><b><span style="font-size:12.0pt">About 5% of third-graders are eligible for retention based on their ELA scores</span></b><span style="font-size:12.0pt">. Black, Hispanic, and students
 who are economically disadvantaged were much more likely to achieve a score that qualified them for retention than White or Asian students. Considering "Good Cause Exemptions," it's not likely all these students will be retained. Katharine Strunk emphasized
 that given the low percentage of students who took the test and the wide disparities in who took the test,
<b>the number of students who are actually drastically behind in reading is more than the M-STEP indicates.</b><o:p></o:p></span></li></ul>
<h1>Latinx Kidlit Book Fest<span style="font-size:11.0pt"><o:p></o:p></span></h1>

<p class="MsoNormal"><a href="https://www.latinxkidlitbookfestival.com/">The Latinx Kidlit Book Festival</a> is a virtual celebration of Latinx KidLit authors, illustrators, and books for all students, educators and book lovers everywhere. The festival will
 open its virtual doors from December 9-10, 2021, and present two free days of panels, craft sessions and illustrator draw-offs with your favorite Latinx authors and illustrators of picture books, middle grade, young adult, graphic novel, comic books and poetry.

 Gill</a> is a musician and author with unique credentials among children's artists. Jim is a child development specialist, having completed his graduate studies in child development at the Erikson Institute of Chicago with a special emphasis on the study of
 play. For this reason, each of Jim's recordings and books is created as an opportunity for playful interactions between a child and a caring adult. Jim speaks to early childhood educators, care providers and children's librarians across the country about the
 many benefits of play in young children's lives. Jim has shared his expertise on music, play and literacy with organizations such as Head Start, the National Association for the Education of Young Children, the National Association for Family Child Care and,
 most recently, the Chicago Symphony Orchestra.<br>

 caregivers to help their children develop the early literacy skills needed to learn how to read. Participants will become familiar with seminal research on early literacy, how to explain its importance to caregivers while presenting fun, interactive storytimes.
 This will also cover the 5 practices of <i>Every Child Ready to Read</i>, the basis of
