worried about the potential for many students to be identified for retention</a> </b>
under the Read by Grade Three Law this year. The Governor's Educator Advisor Council has made recommendations in light of COVID-19, including replacing retention letters with IRIPs and "Read at Home" plans, allowing districts to use multiple literacy assessments
 as opposed to just the M-STEP, and extending literacy support beyond K-3.<o:p></o:p></p>

<p class="MsoNormal"><a href="https://education.wayne.edu/detroit_ed_research/derp_third_grade_reading_and_attendance_final.pdf">A new report from the Detroit Education Research Partnership</a> connects chronic absenteeism with the probability of being identified
 for retention under the Read by Grade Three Law, finding that <b>each year of being chronically absent in K-3 is associated with a 26% increase in the probability of being eligible for retention</b>. They make policy recommendations for reducing chronic absenteeism
 particularly in kindergarten, as being chronically absent in kindergarten is predictive of future chronic absenteeism and the negative effects of chronic absenteeism is additive over multiple years. Such policies may include required kindergarten enrollment
