<p class="MsoNormal">The focus on digital inclusion comes from the CARES Act legislation, specifically the language that the purpose of the act is “<span class="shortdesc">To expand digital network access, purchase internet accessible devices, and provide technical
support services.“ As this is federal funding for internet access, the Children’s Internet Protection Act (CIPA) does apply, but only to grant funded devices.<o:p></o:p></span></p>
