Located on Lake St. Clair in Macomb County county, HTPL operates with a budget of approximately $450,000 annually and serves a population of about 25,000.<br id="yui_3_16_0_1_1453402236904_2506" class="">It's time for us to start thinking about putting together a strategic plan.
