<p class="MsoNormal"><span style="color:#1F497D">Hi, Sheila. Most libraries that I have worked with on this have adopted a policy that prohibits petitions inside the building but allows persons to circulate petitions outside as long as they are a reasonable
distance (usually 10 feet or at most 15 feet) from the doorway. First Amendment concerns apply to a much greater extent outside the building and thus petitioning generally must be allowed subject to reasonable restrictions. I can give you more info if you
